Minutes of meeting of Dunpender Community Council

held on Thursday 8th Febuary at 7.30pm in The Stables

Present: Mrs J Priest, Mrs A Cosgrove, Mr E Martin, Mrs Shaw-Stewart

In attendance: Ms A Hunter (minutes), Anthony Jeffries

1. Apologies: Mr R Russel, Mr D Wight, Ms A Pearson, Mr J Orr, Mrs V Hoban

2. Minutes of meeting and AGM held on 11th January were agreed.

3. Police Report

Between 1st January 2024 and 30th January 2024 there were 31 calls to the area resulting in 4 crimes being recorded:

• 1x sexual assault

• 1x fraud

• 1x misc road traffic offence (endorsable)

• 1x possession class B drugs

4. Matters Arising

4.1. Vacancies

There are two outstanding vacancies for members.

4.2. Active Travel

Morag Haddow has circulated the final drawings of the proposals including changes to the east entrance to the village and widening the pavement along Pencraig Brae, Lauder Place and Dunbar Road. She will be invited to present these at a meeting in the Community Hall on 12th March at 7pm. Mrs Priest will respond to Morag about the proposal to get rid of the hatching and tighten the radius of the junction which was not considered a good idea.

4.3. Station - signage

Signs have been installed on the High Street to indicate the walking route to the station but there are still no signs to the car park. Signs installed by DCC at Orchardfield have been removed. Mrs Priest will contact Peter Forsyth.

4.4. Roads

Mrs Priest will contact Cllr Jardine about the kerb and two-way bus stop signs at The Mart and the need for School Road to be resurfaced.

4.5. Local Place Plan

This will be available for public comment at a meeting in the Community Hall on 12th March ñ 7pm.

4.6. Footpaths

The gates have been installed in Tyninghame as part of the path to Binning Wood.

4.7. Meetings Attended

Mr Martin and Mrs Shaw-Stewart attended a zoom meeting on windfarm applications. Mrs Shaw-Stewart reported that there are current applications for large extensions to 6 existing windfarms in addition to the Belltown Newlands Hill proposal. Concern was expressed over the fact that Newlands Hill does not have a connection to the grid. Two large landowners are legally contesting the proposal to run the connection across their land. East Lammermuir Community Council want any cables to be run underground. Concerns were expressed that the cost and contentious route of this may lead to the cables running east on pylons which would ruin the East Lothian countryside. The impact of Newlands Hill on the archaeology of the area and the aquifers which provide private water supplies was discussed. It was highlighted that the 160 lorry movements a day during construction, which ELCC have calculated at one every 4 minutes, will have a negative impact on the local roads particularly at sowing and harvest time with tractors running 24 hours a day to and from the 60,000 tonne grain store at Whittinghame. It was felt there has not been sufficient engagement with the Dunpender community and although there was an exhibition in the Community Hall it did not cover the construction route so there may be a lack of awareness of the potential impact. Concern was also expressed about the lack of a strategic plan for delivering green energy.
Mrs Shaw-Stewart will object on behalf of DCC and this will include a proposal to stop construction traffic in the Dunpender area at the start and end of the school day.

5. Finance

Mr Martin reported that £500 has been provided to Markle towards a defibrillator leaving a balance of £995.

6. Traprain/Markle/Whittingehame

Mrs Shaw-Stewart will arrange for the Whittinghame noticeboard to be repainted.

7. Tyninghame/Whitekirk

The speed reactive sign still not repaired on A198, despite assurances from the contractors it would be done in mid-January. Mr Wight has contacted Keith Scott(ELC) but is still unclear on what the contractual arrangements are between ELC and those installing the signs.† The alcohol licence has been granted for the CafÈ despite local concerns, however the owner has stated he wonít open after 5pm.

Mrs Cosgrove will stand for Chair of DELAP at the AGM on 25th March at 6.30pm in the Bleachingfield Centre, Dunbar.

Polling Stations at Tyninghame and Whittinghame will close. Current statistics show the electorate in Dunpender as follows:
East Linton - 1932
Whittinghame - 162
Tyninghame - 179
Whitekirk - 312
Total - 2585

11. Any Other Business

DCC will enter a team in the East Linton Primary School quiz on 23rd Feb.
