Minutes of meeting of Dunpender Community Council
held on Thursday 5th December 2019 at the Council Chambers, East Linton

2. Minutes of previous meeting held on 7th November 2019
Under section 4.2 ñ the new countryside officer is Jenny Hargreaves. Also "volunteer Friends of the River Tyne" is amended to "East Lothian Countryside Volunteers".
Under section 7.1 Fountain Repair sentence ìMrs Priest also confirmed that the repair bill for recent damage to the fountain pump was forwarded to ELC who are currently paying for maintenanceî. to be amended to "Mr Robson has paid the Fountain maintenance and pump repair bill and invoiced ELC to recover the full costs, as per the current agreement with DCC".
3. Police report & CAPP priorities
Police report presented to meeting. There have been a number of reports of hare coursing in the area. On the 1st December a silver 4x4 was seen in a field in the Knowes area but it made off from police. Enquires are ongoing. 4.0 MATTERS ARISING
4.1 Park/School/Station/Trees meeting
Tree in the Park have collected £500. Mr Swift will attend a meeting on 6th December with Mike Foy (ELC tree officer) to discuss where the trees might be planted.
Cllr Kempson informed the meeting that ELC are looking at the school estate throughout the county. A project team is being assembled and the methodology to be used is under discussion. This work will be followed by public consultations in 2020 when Council plans for school extension or a new school will be revealed.
4.2 Meetings attended
There are two further DELAP meetings within the financial year. Cllr Kempson indicated that there is money in the education budget and a small amount in the general fund. Mrs Priest will contact the Hall committee to recommend a funding application for new seating. Members are to consider projects requiring funding prior to the next meeting.

4.3 ELDA article/Dunpender News
Dunpender News is now published and distributed. Mrs Priest thanked everyone for their efforts towards a very successful and informative publication.
Mr Russel will confirm if an ELDA article is required in January and if so will write it.
Scottish Power will start work on the Preston Road lights on Monday 9th December.
Mr Swift will respond to the recent announcement from AELCC that only life threatening potholes will be repaired.
4.5 New member. Mrs Priest will advertise the vacancy on the website.
5.0 Planning Matters
Karele. There are still no toilets and no water. Ms Pearson is investigating which part of ELC is funding the opportunities for autistic children to understand why ELC are funding the establishment while refusing to grant planning consent.
Ms Pearson will chase ELC for a response on the grant application for funds for defibrillator batteries. £300 has been allocated in current funds and it was agreed to use this to replace the battery on the defibrillator at the Community Hall.
6.0 Treasurers Report & Local Priorities budget.
Treasurerís Report presented to meeting.
Outstanding balances in Current Account - £ 8159.42 and Grants Account - £ 866.17.
Local Priorities budget presented to meeting. Outstanding balance is £1780.78.
ELC have agreed to repair of the board at Pencraig. Mr Craighead will proceed with this.
7.0 Projects
7.1 Fountain repair
Work is delayed until the weather improves. Mr Robson requested sight of any updated estimate however the belief is that work will be carried out within the previous estimate.
Mr Robson raised the fact that ELC wonít pay invoices direct if they come from companies not on the list of approved contractors. Cllr Kempson will enquire about getting Sean Govan added to that list to simplify invoicing for future maintenance.
8.0 Tyninghame, Whitekirk and Markle issues
8.1 Cricket pitch meeting
A meeting in Tyninghame Village Hall was well attended with the main proposal to plant trees on the cricket pitch subject to estate approval. The meeting revealed there was a feeling that part of the area should remain open for recreation. The village has initiated a crowd funding appeal to raise £500 for mowing and a group will take forward planting ideas. The meeting generated a number of questions for estate clarification. DCC will be copied on communications. It was mentioned that a bench is available if required.
8.2 Speed Reactive sign
The speed reactive sign was installed in Tyninghame on 21st November.
Mr Reid raised the issue of poor visibility at the junction where Lawhead Road joins the A198 up the hill from Tyninghame. Mr Wight has agreed to assist in arranging to have strips placed at the junction to gather evidence of traffic speed.
9.0 Traprain and Whittingehame issues
Ms Pearson has been contacted regarding poor drainage on the road at Waughton. This is to be reported on the council website.
It was noted that work is ongoing to address the issue of water on the road at Monksmuir.
Mr Swift informed the meeting that the Markle road has been shut twice recently due to flooding. The areas affected included the railway crossing. Cllr Kempson raised the issue with the council following flooding of properties in Markle. As the rail line is impacted a quick response is expected to address the field drainage.

10.1 Bus Stops
A two way flag has been requested for the stop at the Mart.
10.2 RAGES
Mrs Cosgrove reported that the new platform at Dunbar station is to open on 17th December and weeds on the line have been attended to. The Community Rail Partnership is looking for new members.

It was recognized that the Melting Pot survey was very comprehensive and that DCC would be happy to provide any support possible.
Mrs Cosgrove agreed to be a point of contact for Resilience in addition to Mrs Priest.
