Minutes of meeting held on 2nd June 2011
at the Council Chambers, East Linton.

1.0 APOLOGIES FOR ABSENCE:

2.0 MINUTES OF PREVIOUS MEETING HELD ON 5th MAY 2011
This was agreed to be a correct record of the meeting.

3.0 POLICE REPORT
There were a number of items to report.
There is no official comment as yet from the fatal fire in Longstone Avenue on 21st May.
Diesel was stolen from Kamehill farm on 10th May. PC Tait asked people to be vigilant when out at night.
Damage was caused at Orchard Cottage on 14th May. Again, the public are asked to be vigilant.
Noise complaints have been received from an address in Hardie Terrace. The Anti Social Behaviour team has been involved and officers have been doing road checks in relation to this.
PC Hughes sent a message to say that the Build a Bike project is almost up and running.
Mrs Priest extended congratulations to PC Hughes for his Community Policing Award.

4.0 MATTERS ARISING
4.1 Article for ELDA
Mr Russel will write the article for June.
4.2 Dunpender News
The summer edition is almost ready to go to print.
4.3 Paths
Repairs to the Hailes Path will be done on the 5th June, in time for the Law Race on Gala day. Mrs Ferguson reported that the Knowes path has been extensively repaired and that all paths are in good repair at present. Paths leaflets still need to be distributed.
4.4 Roads and Pavements
Speed cushions have now been installed in Dunpender Road.

5.0 PLANNING MATTERS
There was a discussion about the stance that should be taken by the Community Council in relation to planning applications.  It was agreed that any response should represent all views and these views would inform any response the Council gave in relation to a particular planning application.
The planning application for a wind turbine at Markle was discussed, noting the objections that had been raised concerning noise levels.  Mrs Ferguson would draft a response to the Council stating the level of objections notified to her. 
The planning application for wind turbines at Cairndinnis was discussed and it was noted that objections had been lodged by those living in the area.  Mr Alder would draft a response to the Council stating the level of objections notified to him.
Ms Moulin had circulated a paper to Community Councillors before the meeting.  This paper (attached to the minutes)
-  outlined the pre-planning proposal for a single wind turbine in the Whittingehame area
-  proposed that "the Community Council should promote discussion in a way that is demonstrably even handed and reassures all taking part that their views will be noted but not attributed to individuals.  The Community Council will not state preferences but will reflect discussions accurately"
-  proposed that the Community Council supported and promoted discussions about the Whittingehame wind turbine.
- Appendix B proposed that Morham and Garvald Community Council would be contacted, suggesting a joint approach
- a date would be set for a well publicised event that would provide information clearly and without bias
- the views expressed at this meeting via feedback forms and outwith the meeting would be used to inform any response made to the Council.
Further information about the format of the information event was also circulated which suggested how this event could be organised. This event would canvass views on the current pre-planning proposal, as well as views on the applications currently lodged and views that there should be no large scale turbines in this area, so that the whole situation could be considered. It was agreed that the Community Council should take forward this event.
It was agreed that:-
Mrs Cosgrove would brief the chair of Garvald and Morham Community Council on these proposals prior to their next meeting on Monday 6 June.
Proposals for the information event would be taken forward by Ms Moulin.

6.0 TREASURER’S REPORT/ LOCAL PRIORITIES BUDGET
Mr Robson reported that the Grants Account balance stood at £2571.35.
The Current account stood at £174.37.
Mr Robson is awaiting the Local Priorities budget from Lillian Pryde.
Mr Robson has heard from Karen McLeod regarding insurance. It was agreed to take out cover with the ASCC.

7.0 TRAPRAIN AND WHITTINGEHAME ISSUES
Mr Alder reported that the Braehead road to Hailes Castle is still in a bad state of repair.
The waste bin at the Traprain Law car park has disappeared. Mr Alder will contact ELC.
The path to the rock climbing face of Traprain Law has now been closed.
The road from Whittingehame to Stenton has been closed, causing much inconvenience to locals. This is due to dangerous walls and a legal dispute between the landowner and ELC. Ms Cosgrove will investigate.

8.0 TYNINGHAME, WHITEKIRK AND MARKLE ISSUES
Dr Pooley reported that residents of Whitekirk will take legal ownership of the phone box. The planning application for the notice board is to be submitted. The final conclusion of the changing of the street name in Whitekirk will be this weekend. Dr Pooley reported that the residents are very pleased.
A bin will not be placed at Tyninghame Links car park due to difficulties in emptying it.
Another Tyninghame resident will be attending meetings instead of Mrs Suggett and Mrs Martindale.
Six sections of farm wall are damaged between East Linton and Pencraig Hill. Mr Russel tried to get this attended to eighteen months ago with no success. Cllr Bell will chase this up.

9.0 TOURISM INITIATIVES
Mr Alder and Mr Russel will attend a reception for the John Rennie 250th birthday celebrations.
Mr Alder will do the distribution of the new batch of postcards.

10.0 PUBLIC TRANSPORT/ RAGES
The study on the Edinburgh to Newcastle line has been completed.
Ms Cosgrove observed that the train fare from Dunbar to Musselburgh is more expensive than from Dunbar to Edinburgh.

Mr Alder observed that the streetlight on Bridgend House has been bashed. Ms Cosgrove will report this.

The next meeting will be on Thursday, 1st September 2011 at 7.30pm in the Council Chambers, East Linton.
