1.0 APOLOGIES FOR ABSENCE:

2.0 MINUTES OF PREVIOUS MEETING HELD ON 4th NOVEMBER 2010
Mr Robson noted in the Treasurer’s Report, that he would prefer line 6 to read, “There is about £2300 remaining, committed, in the Local Priorities Budget.”
Mr Russel noted that in section 4.3, The ELDA article was for December, not October.
Cllr Bell noted that she had sent apologies from herself and Cllr MacLennan for November’s meeting, which had not been minuted.
Otherwise this was agreed to be a correct record of the meeting.
POLICE REPORT
PC Hughes reported the following;
On 25th November a Mercedes car which was parked in the Landside area, had damage caused to the badge. Nobody was seen or heard in connection with this.
On 27th November a one-car accident occurred outside Monksmuir caravan Park. The male driver sustained a head injury as a result of the accident which was caused by ice and snow.
On 4th December a call was received regarding horses loose on the road near to the Phantassie roundabout. Local residents controlled the horses and they were placed in a paddock near to Traprain Farm.
PC Hughes requests that drivers take extra care during the extreme weather and carry a shovel, blanket and for longer journeys, food and water as well. He also advises informing someone of the predicted arrival time at one’s destination.
PC Hughes also requests that people take care of their elderly neighbours, ensuring they have necessary supplies during the severe weather.
PC Hughes, Cllr Bell and Cllr MacLennan are to plan some dates for next year to carry out “Cuppa with a Copper” meetings.
The next CAPP meeting is 13th January at 7.30pm at Dunbar Police Station.
Mrs Priest extended congratulations to PC Hughes who was nominated for a Community Policing Award and has now been shortlisted. He will receive a certificate.
Mr Craighead informed the Council that the Fire Service will do free checks and battery changes on all smoke alarms. Call 0800 0690320 to arrange a visit.
Mr Craighead attended the last CAPP meeting and reported that the priorities for the future will be dog fouling, youth disturbance and antisocial behaviour.
4.0 MATTERS ARISING
4.1 New member for Tyninghame/Whitekirk
There has been no progress. Ms Stephen suggested putting a poster up in the kitchens of Tyninghame and Whitekirk Halls. It was agreed that this was worth a try.
4.2 Roads/Pavements
(See 12.1) Transportation has confirmed that the traffic calming measures for Dunpender Road will be going ahead in the coming year.
The sub-committee for the High Street Mrs Priest, Mr Russel and Mr Robson, will look at pavements in the New Year.
4.3 Dunpender News
It was agreed that the latest edition was very good indeed and thanks were extended to Dr Pooley and Ms Kilpatrick.
The owner of ELDA is struggling due to unpaid invoices. It was agreed to pay him a contribution of £25 each month for the Community Council page in ELDA.
4.4 Community Planning
Ms Cosgrove attended the Area Forum on 27th November.
4.5 Paths
Mr Craighead will speak to residents of Bank Road near the white fence at the Park, regarding the very large puddle at the gate.
5.0 PLANNING MATTERS
Ms Moulin and Ms Cosgrove are organising a meeting to raise understanding of the current situation with wind turbines. It was agreed that this will take place on 20th January 2011 at 7pm, venue to be advised. It is hoped that Ian Glen, Head of Planning, and Brian Stalker, Development Control Manager, will attend. Local Community Councils and SABEL will be invited to the meeting which will be chaired by Paul Zochowski. Mrs Priest thanked Ms Moulin and Ms Cosgrove for their efforts.
6.0 TREASURER’S REPORT/ LOCAL PRIORITIES BUDGET/ ELC BUDGET CONSULTATION
Mr Robson reported a balance of £1660.37 in the Current Account. This gives an effective spend of £910.37, taking into account £750 for the notice board.
There remains £3614.60 in the Grants Account.
About £1700 has been spent from the Local Priorities Budget with about £2100 remaining, committed.
The Horticultural Society was not billed in the end for some of the plants supplied. Mrs Priest will suggest to David Affleck that the money saved could be used to build window boxes for Beautiful Scotland.
Ms Cosgrove will formulate a response to the ELC Budget Consultation. The Council agreed that it was in favour of joining of services wherever possible, and the continuing of savings being made with rationalization of buildings. While mobile working is generally approved of, it was agreed that there is room for improvement with contracting, etc. It was felt that local tradesmen do a better job than sub-contractors. Services which the Council agreed to be priorities are education, libraries and day centres. The collection of household waste should be reviewed and in general people should realise that we can no longer expect the same services as 20 years ago.
7.0 TRAPRAIN AND WHITTINGEHAME ISSUES
Ms Moulin reported that the road works have now been done.
8.0 TYNINGHAME, WHITEKIRK AND MARKLE ISSUES
There was no report tonight.
9.0 TOURISM INITIATIVES
Ms Stephen reported that Dunpender Community Council has a license for the Christmas l lights, some of which are already lit, with more to follow. More lights will be supplied to Tyninghame and Whitekirk.
Mr Craighead has booked the Hall for the John Rennie 250th Anniversary celebrations.
10.0 BROADBAND Rural Broadband Challenge Fund
There was no progress to report.
11.0 PUBLIC TRANSPORT/RAGES
The trains from Dunbar have been affected by the recent severe weather.
The X8 bus service is to be dropped in January. Mr Russel continues to wait for a response to his letter from First Bus.
Cllr MacLennan has suggested a shuttle bus to Drem station as parking facilities there are inadequate.

13.0 ANY OTHER COMPETENT BUSINESS
Ms Cosgrove reported that the containers which have been in the car park at the library since February should be moved at the beginning of next year. She has raised the issue with Homes for Life, strongly objecting to them. The reason given, that East Linton was a central point for the containers while work was being done on houses throughout the county, is unacceptable in the Council’s view, given the severe shortage of parking spaces in the centre of East Linton.
Mr Russel observed incorrect information on the ELC website which said there would be no refuse collections during the bad weather. There was in fact a collection that day.
