2.0 MINUTES OF PREVIOUS MEETING HELD ON 3rd JUNE 2010
Mr Alder attended but was not recorded as present. Otherwise this was agreed to be a correct record of the meeting.
POLICE REPORT/ MONKSMUIR ISSUES
PC Hughes was unable to attend, but sent in a report.
On the 19th of July a Bateman double axle, hydraulic trailer was stolen overnight from outside Torness motors. This is a rare type of trailer with the word BATEMAN printed on the side. Any information regarding the theft would be appreciated.
Between the 24th and 26th of July the window boxes outside the day centre were pulled from their positions and damaged. They have since been fixed and flowers replanted. It is thought youths were involved.
On the 3rd of August a specialised Enduro mountain bike, red/blue in colour and valued at £1500, was stolen from outside the Co Op.
On the 6th of August the theft of £40 was reported from the skate and BMX Park within Phantassie Farm.
A break in to Preston Mill occurred overnight between the 13th and 14th of August. £200 was stolen from the visitor centre there. A local male aged 18 years has been cautioned and charged in relation to this and further positive lines of enquiry are being pursued.
The CAPP meeting was cancelled due to PC Hughes policing the Climate Camp. A new date has yet to be set.
MATTERS ARISING
4.1 Paths
The hole on the Hailes path will be repaired with willow in winter time.
Nick Morgan has applied for Leader funding to create a path from Pencaitland to East Linton.
Mr Robson will look at cheaper ways of producing the paths leaflet e.g. black and white.
4.2 Roads/Pavements
The new mirror at Smeaton was stolen. Although securely attached, the glass was
removed from the casing. This has now been replaced.
A new ‘No Through Road’ sign is in place at Monksmuir. There is a petition in the Post Office regarding the road markings and signage for the entrance of Monksmuir.
A resident of Orchardfield has asked for a speed restriction on the A199 as it passes East Linton. Traffic travels very fast along this stretch of road.
4.3 ELDA article for October
Mrs Priest will write this.
4.4 Dunpender News
It was agreed that the summer edition was excellent.
4.5 Fairtrade East Linton
There was no report due to Ms Kilpatrick’s absence.
4.6 Sustaining Dunbar
Morag Haddow wants to come and look at the paths network.
A transport survey has been put on the East Linton website please find time to fill it out.
A request has been made for Neighbourhood Energy Champions who would receive training to go round their neighbours to help with energy saving suggestions and loan smart meters.
4.7 Community Planning
A forum on the Draft Environmental Strategy held in the Community Hall was well attended. A Community Planning meeting on the subject of volunteers will be held on 4th October.
5.0 TREASURER’S REPORT/ LOCAL PRIORITIES BUDGET
Mr Robson informed the Council that the Current Account balance is £979.17, which includes a refund from ELC for fountain and clock maintenance.
The Grants Account balance is £3724.72.
£930 of the Local Priorities Budget remains uncommitted. Mrs Priest suggested that £100 could be used to help pay for a new Gala shed.
6.0 TRAPRAIN AND WHITTINGEHAME ISSUES
There was nothing to report.
7.0 TYNINGHAME, WHITEKIRK AND MARKLE ISSUES
The flooding at Markle is now resolved.
There has been no response to the advert for a new Council member from Tyninghame. Mr Robson will put the vacancy on the website.
8.0 BROADBAND Rural Broadband Challenge Fund
Rural communities will be able to bid for a share of a one million euro fund to bring broadband to their areas. Mrs Priest and Ms Cosgrove have discussed this with Garvald and Morham Community Council, where Community Broadband is already in place, giving faster broadband without the need for a landline. This could be offered in East Linton and to gauge interest an East Linton Broadband Survey is available on the website.
9.0 TOWN MAINTENANCE/TOURISM INITIATIVES
Jessie is now working again, but the power supply is coming from the owners of the church. The clock still needs its own power supply. The chime has still to be sorted.
There is no progress to report on the Pencraig information panel or the depth gauge.
10.0 PLANNING MATTERS
There will be a Site meeting on 3rd September at Phantassie Steading.
Ms Moulin has written to object to the Standing Stones application for a wind turbine.
The proposed Stenton wind turbine has generated many differences of opinion. There could be an impact on people living in the Dunpender area. Ms Cosgrove will talk to Stuart Baxter (AELCC Chair) regarding problems with wind turbines. Mrs Priest will ask Ms Moulin to organise a meeting, inviting reps from East Lammermuir, Dunbar and Garvald & Morham in an attempt to find out the facts on turbines and to help make a case for pushing ELC into devising a proper Planning strategy.
11.0 PUBLIC TRANSPORT/RAGES
The RAGES AGM will be on 29th September.
Mrs Priest will write to First Buses to ask them to justify the high fares from East Linton to Haddington.

Ms Cosgrove attended the Scottish Association of Community Councils meeting.
The Lammermuir Music Festival organised by Lamp of Lothian starts on 10th September.
The East Linton Art Show opens on 12th September in the Community Hall.
