Minutes of meeting held on 5th June 2008
at the Council Chambers, East Linton.

2.0       MINUTES OF PREVIOUS MEETING HELD ON 1st MAY, 2008
In section 6.0, Mr Robson noted that Local Priorities Budget should read £4,370. In Section 13.0, line 3, capital letters should have been used for Enforcement Notice. Otherwise this was agreed to be a correct record of the meeting.
 
3.0              POLICE REPORT
There was no Police Report tonight.
 
4.0              MATTERS ARISING
4.1              Paths
·         Cllr MacLennan advised that a straight reprint of the walks leaflet would not attract funding. He suggested creating an amended format which would then be fundable.
·         There were no developments to report regarding signposts.
·         Mr Craighead will speak to the residents who has been using the Markle Path as a depository for garden waste.
·         Tree planting around the Stories Park path will be reviewed in September.
·         The paths in the area will need strimming over the summer. It was agreed to ask Jon Champion to do this. Payment will come from the Grants Account.
·         The proposed diversion of the John Muir way between Kamehill and Drylaw is to be chased up.
4.2       ELDA article
Mrs Priest will write the article for June.
Mr Russel will write the article for July.
Ms Kilpatrick will be asked to write the article for August.
4.3        Lighting on footbridge
Things are moving forward. Regarding the painting of the rail bridge, there is no progress to report, however the structure is being monitored by Network Rail and is in their work bank. The land by the Surgery is presently being leased to a builder and a fence is thought to be desirable to hide the materials etc.
4.4       Park
No developments regarding the football practice lights.
The bollard at the top of Langside will be fixed this month.
The CCTV camera for the East Linton toilets will be held over for the time being.
4.5       Roads/Pavements
·         East Lothian Council has written to Markle Quarry expressing concern over the mud on the A199.
·         The brown tourist sign at Phantassie ELC is being obscured by a bush. Ms Stephen will have it cleared.
·         The farmer responsible for the wall at Pencraig Hill has advised that there are no funds to repair it. Cllr Bell will check if the wall is listed and Cllr Hampshire will investigate further.
·         (See 12.11) A Braeview resident has complained that residents parking large or extra vehicles is causing congestion . It was thought that little can be done as it is a public road but Cllr MacLennan is to visit the resident concerned.
4.6       Dunpender News
There was a discussion regarding advertising as more space is required for articles. While advertising does help with costs, it was felt that articles are more important. It was therefore decided to reduce the number of adverts from 16 to 10.
 
5.0        TREASURER’S REPORT
Mr Robson reported that having received the admin grant, there is a balance of £1408.72 in the Current account. The projected spend is £1095, leaving a balance of £313.The   balance in the Grants account is £5303.07.
 
6.0        LOCAL PRIORITIES BUDGET
            The sub committee will discuss this and report back.
 
7.0       TYNINGHAME, WHITEKIRK AND MARKLE ISSUES
The painting of the pump at Tyninghame is underway. A request will be made to move the bus shelter to the new bus stop site at Monksmuir.
 
8.0       TRAPRAIN AND WHITTINGEHAME ISSUES
The ivy has been removed from the war memorial at Whittingehame, which has met with general approval. 
The tourist sign to the Stenton Gallery should be removed as the gallery has closed. This will be taken up with ELC.
 
9.0        PLANNING MATTERS/ HOUSING SUB COMMITTEE
     The proposed infill development at the Glebe was thought to be an overdevelopment of    the site and inappropriate for a conservation area. Ms Stephen will write accordingly to      Planning.
     Plans for Phantassie Steading are due to be submitted in July. A presentation on the          proposals will be given at the September meeting.
 
10.0     TOWN MAINTENANCE/TOURISM INITIATIVES
Mr Russel will attend to the two benches awaiting installation.
Ms Kilpatrick will attend to the website.
The railings in the Square, by the Crown Hotel and by the fire station need repainting. This is the responsibility of Transportation and ELC are to be approached.
Shrubs will be planted at the Surgery side of the rail footbridge in the autumn.
    
11.0     PUBLIC TRANSPORT/RAGES
There was nothing to report. The Minister of Transport will be visiting on 24th June.

The ivy on the wall along Preston Road needs attention. This will be referred to Peter Forsyth.
MSP Iain Gray will be invited to the October meeting.
Concern was expressed at the ivy growing over George Rennie’s grave at Prestonkirk. Mr Russel will go and inspect it.

The next meeting will be on Thursday, 4th September 2008 at 7.30pm in the Council Chambers, East Linton.
