Minutes of meeting held on 3rd May 2007
at the Council Chambers, East Linton.

2.0 MINUTES OF PREVIOUS MEETING HELD ON 5th APRIL 2007
This was agreed to be a correct record of the meeting.
3.0 POLICE REPORT
There has been nothing of note to report.
4.0 MATTERS ARISING
4.1 Paths
Mrs Ferguson passed on to the Council that Nick Morgan had said that the East Linton Core Paths meeting had been one of the best attended. Feedback included concerns about lack of path maintenance.
The Old Stonelaws to North Berwick section of the John Muir Way is now open.
Mrs Priest suggested that the Markle to East Linton path could be made more suitable for cycling, linking up with the new path across the park. Mrs Ferguson reported that children are already using the path to cycle to school. She will get some figures of the numbers of people who would use this and then speak to Colin Baird about funding.
Mrs Priest received a complaint concerning the path beside the A198, which links the Tyne path and Ware Road, on the John Muir Way. The field has been ploughed right to the edge, making access difficult. Mrs Priest has informed Nick Morgan.
Mr Robson reported that the fence on the Hailes path has still not been fixed. He will inform Nick Morgan.
4.2 ELDA article for April
Mrs Priest will write this.
4.3 Lighting on Footbridge
No progress to report.
4.4 Park various ideas to follow up
Mr Craighead questioned the whereabouts of the Bill Brodie seat, which was removed when work started on the path in the park. He will investigate this.
Colin Baird has said that the landscaping of the new path is not up to standard. The contractors are coming back to put this right. Mr Craighead noted that the lighting has not yet been connected.
Mr Menzies asked about the goal posts in the park, which were removed when work started on the path. New goal posts will be installed, as was confirmed by Cllr Hampshire at the last meeting.
Other matters will be taken up with the new councillors.
4.5 Roads/pavements various
It was noted that the pavement outside 19/21 High Street has big, dangerous dips where the streetlight was removed. There is another big dip in the pavement below the Post Office. Mr Robson reported that an electric wheelchair user was having difficulty getting over this. Mrs Shaw-Stewart will email Peter Forsyth.
4.6 Dunpender News
The next edition will feature the Gala, and will include articles about the path in the park, the extension to the John Muir Way, Binning Wood and the new streetlights. The new ELDA owner has agreed to continue to deliver Dunpender News.
5.0 TREASURER’S REPORT
Mr Robson reported that all accounts are with the auditor in Dunbar. There are funds of £1012.44 in the current account and £7872.31 in the grants account.
The Community Council agreed to pay, on a one-off basis, for some path maintenance, for example, to the Hailes path and the path to Pencraig Hill, but not paths on the John Muir Way, which should be maintained by ELC.
6.0 LOCAL PRIORITIES BUDGET PLANNING
£500 from this year’s budget has been promised as a contribution to the cost of the resurfacing of the car park at the back of the Stables, should the Friends of Prestonkirk grant application be successful.
£600 will be used to produce and deliver Dunpender News.
£600 will be spent on plants for East Linton in Bloom.
£500 will be spent on leaflet distribution.
£500 will be spent on erecting existing Christmas lights.
£500 will be spent on fingerposts.
This leaves approximately £1500 unallocated money. It was agreed that some of this could possibly be spent on some planters for Tyninghame entrances to help slow traffic.
7.0 TYNINGHAME, WHITEKIRK AND MARKLE ISSUES
Mrs Ferguson reported that the verge and drain at Markle have now been repaired.
Mr and Mrs MacDonald of Crauchie have complained that the motorcycling at East Fortune is very loud. Mrs Ferguson confirmed that as well as this, two different helicopter companies operate from East Fortune on a Sunday, flying over Crauchie every 10 minutes. Noise level tests were done last year, but no results have been made available. Mrs Ferguson will contact Brian Stalker at ELC.
Mr Craighead informed the Council that nothing has been done about the mess on the A199 caused by lorries from the quarry.
Ms Pooley reported that the Whitekirk planning meeting, which was supposed to take place on 24th March, was postponed.
8.0 TRAPRAIN AND WHITTINGEHAME ISSUES
There was no report tonight.
9.0 YOUTH MATTERS
There is still no youth member on the Council.
10.0 PUBLIC TRANSPORT/RAGES
In their newsletter (see13.5), RAGES state that they really need to increase their membership. Mr Craighead informed the Council that the Longstone Avenue Residents’ Association is a member. Efforts will be made to recruit support through Dunpender News and the website.
11.0 TOWN MAINTENANCE/TOURISM INITIATIVES
Fountain
Ms Stephen has written to Andrew Hogarth. There is no progress to report.
Leaflet Distribution
Ms Kilpatrick will ring Crescent and EAE to organise this.
12.0 PLANNING MATTERS/HOUSING SUB-COMMITTEE
Ms Shaw-Stewart mentioned that some Stenton residents had commented that the new farmhouse dominates the vista they enjoy. Following a general discussion on new farm buildings, she agreed to write to Planning, suggesting that when new farm steadings are built, trees should be planted at the same time to help soften their impact on the surrounding countryside.

14.0 ANY OTHER COMPETENT BUSINESS
Ms Stephen informed the Council that this year she would not be planting wild flowers in her field at the east exit to East Linton as the ground is too stony.
Ms Stephen also suggested the idea of East Linton becoming a plastic bag free zone. This has already worked successfully in a village down South and is not only good for the environment but also generates good publicity. She would appreciate any ideas on the subject and will investigate the potential of the idea.
