Minutes of meeting held on 1st February 2007
at the Council Chambers, East Linton.

2.0 MINUTES OF PREVIOUS MEETING HELD ON 4th JANUARY 2007
Mr Robson noted that section 9.0 PublicTransport /RAGES should have been section 10.0. Otherwise this was agreed to be a correct record of the meeting.
3.0 POLICE REPORT
There was no police report tonight.
4.0 MATTERS ARISING
4.1 Paths
Mrs Priest informed the Council that Planning Permission had been granted for the Stories Park path. It was agreed to ask ELC to go ahead with the work and to use all the money remaining in the Grants account for this purpose.
Mrs Ferguson voiced concerns regarding the safety of the black bridge on the path to Knowes. She will email Nick Morgan regarding this.
Mr Craighead pointed out that the Knowes path is now very overgrown. Mrs Ferguson has had no response to her request for help in Dunpender News. Volunteer help, providing own tools (for insurance reasons) is required. Councillors will each try to find two people willing to help in this way.
Mrs Ferguson also reported that the Markle path is extremely muddy. She will contact the farmer to ask if the bushes can be cut right back.
4.2 Christmas Lights
Mrs Shaw-Stewart said that the lights would be left up in the tree in the Square. Mrs Priest has asked for the Christmas trees at the library to be removed,
4.3 Bequest
Ms Whitelaw’s family has agreed to use the money to plant up the triangle near the Toddlers’ play area in the park. There will also be a plaque on a bench in the Square.
4.4 Commercial vehicle parking at Longstone Avenue
Mr Craighead reported that Hacking and Paterson, the factor for Longstone Avenue, had sent a letter to all residents pointing out that the deed states that no commercial vehicle may be parked in the estate. This is being ignored and will be discussed at the residents’ meeting at the end of the month.
5.0 TREASURER’S REPORT
Mr Robson reported funds of £7846.21 in the grants account and £1089.32 in the current account.
6.0 LOCAL PRIORITIES BUDGET PLANNING
Mrs Priest reported that the poles for the new streetlights are in place.
(See 13.3) Playgroup has requested financial help to purchase a free standing sink unit required by the Care Commission. The Council agreed in principle to give £200, but is not convinced that the sink unit pictured in the letter is the ideal solution. To be discussed with Playgroup.
7.0 TYNINGHAME, WHITEKIRK AND MARKLE ISSUES
Ms Pooley has reported that the problem of Law Primary school bus users being unsupervised in the morning has been solved.
Fallow deer have been introduced into Binning Wood. An additional deer warning sign will go on the A198, north of the wood, near Whitekirk.
8.0 TRAPRAIN AND WHITTINGEHAME ISSUES
The new Whittingehame noticeboard is in place and the residents are very pleased.
The new bench and bin are in place in Tyninghame.
9.0 YOUTH MATTERS
Mrs Priest will write to the Pupil Council.
7.0 PUBLIC TRANSPORT/RAGES
Ms Cosgrove reported that the SESTRAN survey has been completed. She will attend a Transport Security conference.
Regarding East Linton station, Cllr Hampshire explained that the results of the STAG survey are dependent on the outcome of the ECML strategy review, which is still ongoing.
A late train from Edinburgh to Dunbar on Friday evening is on trial for a year.
11.0 TOWN MAINTENANCE/TOURISM INITIATIVES
Fingerposts
Mrs Shaw-Stewart will draw up proposals for the fingerposts and circulate these for comment.
Fountain
No progress to report. . The lights on Jessie the clock have not been working for some time either. Mrs Priest will write to Property again.
Road Signs
Peter Forsyth has said that he is investigating the possibility of streetlights to highlight the east entrance to East Linton at Allan’s garage. Failing this, cats’ eyes will be installed. Members felt that this was the better option anyway.
Mr Craighead noted that East Linton sign at Tyninghame is the wrong way round. Mrs Priest will mention this to Peter Forsyth.
Mrs Ferguson reported that the new signs are up at Markle junction.
The History Society storyboards now all have Planning Permission and will be in place by the end of February.
12.0 PLANNING MATTERS/HOUSING SUB-COMMITTEE
Cllr Hampshire reported that Planning Application has been received for the Whitekirk development and will go to committee on 6th March.
At Monk’s Muir, the new sign is allowed but the wall is not acceptable. The owner has been told to submit a planning application for this.
It was confirmed that satellite dishes do in fact need planning permission within a conservation area.
The mud from Markle Quarry continues to be a problem. Mr Craighead will contact the police.
13.0 CORRESPONDENCE
13.1 ELC: Consultation Draft Heritage Strategy.
13.2 SEPA View Jan/Feb 07
13.3 Playgroup: Request for funds for sink unit.
13.4 ELC: proposals re bylaws on alcohol consumption in designated places. As East Linton is not on the list of designated places members were unwilling to comment.
13.5 DTI: response to correspondence on PO network
13.6 LBP/ELC: emails re fallow deer in Binning Wood
14.0 ANY OTHER COMPETENT BUSINESS
Mr Alder has read through the Post Office consultation questionnaire and gave the web address for anyone wishing to add their comments.
15.0 DATE OF NEXT MEETING
The next meeting will be on Thursday, 1st March 2007 at 7.30pm in the Council Chambers, East Linton.
