DUNPENDER COMMUNITY COUNCIL
 
Minutes of meeting held on 4th January 2007
at the Council Chambers, East Linton.

2.0       MINUTES OF PREVIOUS MEETING HELD ON 7th DECEMBER 2006
This was agreed to be a correct record of the meeting.
 
3.0              POLICE REPORT
PC Hughes reported the following incidents:
 
On the 14th of Dec a bag containing art equipment was stolen from an insecure vehicle parked at Smeaton Nursery. Enquiry is being made into this, which may be linked to a similar incident, which was reported in 2005.
 
On the 19th of Dec a vehicular accident was reported on the High Street. The driver of a Ford Fiesta lost control and struck a stationary vehicle and wall. No persons were injured.
 
On the 19th of Dec a complaint was received from a resident of Orchardfield in relation to buses driving a route past their house. The Bus Company was contacted and it was confirmed that the route had been authorised and checked by the Traffic Commission and Police. Advice was given to contact the local authority with any complaints regarding this route.
 
On the 29th of Dec a concerned resident contacted Police regarding a male wandering in Stories Park carrying two knives. Officers attended and quickly established that the male was in fact suffering from mental health problems. He was thereafter conveyed to Herdmanflat hospital for treatment.
 
4.0       MATTERS ARISING
 
4.1              Paths
Mrs Priest suggested that the Council could spend some money on gravel for the Markle path, which is extremely muddy. Mr Alder reported that the Hailes path, on the far side of the steps, is also very muddy. Mr Robson has sent pictures to Nick Morgan.
(See 13.5) A Core Paths Consultation is being held by ELC on 13th March in East Linton Community Hall.
4.2       Christmas Lights
Mrs Priest suggested that in future, the Christmas lights should be checked in September, to avoid a last minute rush.
It was noted that some local businesses did not put up the Christmas trees in the outside holders supplied by Dunpender Community Council. Ms Stephen will write to the local businesses regarding this. Some sets of lights have deteriorated and need replaced.
Mrs Shaw-Stewart and Ms Stephen were thanked for organising the lights in the tree in the Square. Ms Stephen suggested that spare lights could be put in the tree at St Andrew’s Church next Christmas.
4.2              CCTV at toilets
Ms Cosgrove reported that the mobile CCTV could only be used in an area that is manned, so the toilets would not be suitable for this. East Linton has been added to a list of places wanting CCTV.
4.4       Commercial vehicle parking at Longstone Avenue
As Mr Craighead was not present, this was not discussed.
4.5              ELC Budget consultation
This document was received in December and forwarded to members of the Council. Mrs Priest invited comments, as she will respond to this document. Ms Cosgrove is concerned regarding the Cash Savings Target in Primary Schools. She will write to ELC regarding this and forward the information to School Boards. Other comments may be sent to Mrs Priest in the next week.
 
5.0        TREASURER’S REPORT
Mr Robson reported funds of £7829.03 in the grants account and £1149.32 in the current account.
 
6.0       LOCAL PRIORITIES BUDGET PLANNING
There was nothing to discuss tonight.
 
7.0              TYNINGHAME, WHITEKIRK AND MARKLE ISSUES
There was nothing to discuss tonight.
 
8.0              TRAPRAIN AND WHITTINGEHAME ISSUES
The noticeboard has not arrived yet. Mr Alder will write to ELC regarding the state of the roads.
 
9.0       YOUTH MATTERS
The Council is still trying to recruit another youth member. Mrs Priest suggested that the Pupil Council could liaise with the Community Council. She will write to the Head Teacher.
 
9.0              PUBLIC TRANSPORT/RAGES
There was nothing to discuss tonight.
 
11.0     TOWN MAINTENANCE/TOURISM INITIATIVES
Road Signs
Mrs Priest has emailed Peter Forsyth to ask what was decided about the junction at Allan’s Garage in terms of green cat’s eyes or similar and also to ask about replacement of  ‘East Linton’ signs and  30mph signs at all entrances.
Bench
Mrs Priest received a phone call of appreciation for the bench at Phantassie doocot. She thanked Ms Stephen for arranging this.

Mrs Priest thanked Mr Alder for writing about Post Office closures. He will now write to Postwatch.
A date was agreed [29 Jan] to take Dr Sue Ross, the new ELC Director of Community Services, on a ‘tour’ of East Linton.
A bequest has been made by Ms Anne Whitelaw. Various suggestions were made and the family will be contacted to discuss this further.
 
14.0          ANY OTHER COMPETENT BUSINESS
Ms Cosgrove mentioned that the Council Chambers need redecorating and she will contact Property.

The next meeting will be on Thursday, 1st February 2007 at 7.30pm in the Council Chambers, East Linton.
