Minutes of meeting of Dunpender Community Council
held on 2nd February 2012 at the Council Chambers, East Linton.

1.0 APOLOGIES FOR ABSENCE:

2.0 MINUTES OF JANUARY MEETING
5.0 No new turbine applications had been filed. However the applications for Whittinghame Mains and Cockielaw would be considered at Planning Committee meeting on Tuesday 10 January 2012.
6.0 Current account balance £396.92. This accounted for £100 donation to East Linton Community Choir and £120 to East Linton Primary School, which would be recovered from Local Priorities, leaving £793 uncommitted in that budget.

3.0 POLICE REPORT
On the 13th of January a motorist was issued with an anti-social behaviour warning for the manner of his driving in the East Linton area. He was observed by officers driving at speed and overtaking a tractor on a bend.
Between the 19th and 20th of January a set of ladders were stolen from the rear garden area of the community hall.
On the 25th of January a red Micra motor car had the roof and bonnet dented by persons unknown running over it. The vehicle was parked near to the fire station at the time.
PC Hughes is aware of the ongoing issue of dog fouling on the pitches within the memorial park. The community wardens, dog warden and Community officers have and will give this attention. The community wardens have been out early morning this week a number of people spoken to but no one seen failing to pick up. There are arrangements in place to carry out early morning patrols with Jim Wilson soon. Any information as to who the dog owners are please let police know.
Sgt Simpson the Community Sergeant for the area, has now left to take up a new position as a Police liaison officer with East Lothian Council. Sergeant Scott Nicolson is taking over the post shortly.
The next CAPP meeting will be held at Dunbar Police Station on Monday 27th February at half past seven. Priorities are Cycle Lights, Environmental issues and Road Traffic.

4.0 MATTERS ARISING

4.1 New Members
New member voted onto DCC, Mr J. Swift. Mr W. Alder has now retired, serving on DCC for many years, before him, his wife Margaret was a member – Mrs Priest will write to Mr Alder to thank him. DCC would like another member for Tyninghame & Whitekirk area, put this request on the website. Then, when at capacity, can nominate and vote on Secretary and Vice-Chair.

4.2 Roads/pavements
Mr Forsyth from ELC was expected to attend the meeting, but did not attend.
Mike Omond[ELC] has said that they wish to replace 144 street light heads in East Linton, using white lights rather than orange lights. There is to be a consultation advertised on website and on posters displayed in Post Office, hall, library, DCC noticeboard.
Ms Stephen spoke to Philip Gray re. Preston Road ivy, this will be cut back.
Part of the railway bridge is to be repainted at Lauder Place, this is not the part that DCC previously objected to being painted. Mrs Cosgrove to ask re. colour it is to be painted and ask if DCC can place village badge on bridge.

4.3 Park
Ms Dorrian spoke on behalf of park sub-committee. Mike Foy, ELC is pleased with the progress of the group. Sub-committee have drafted a questionnaire to be distributed to local community and disseminated via school. Suggestion so to avoid high printing costs, questionnaire could be printed in Dunpender News and available online and community could be given an email address to respond to – Mrs Richards to liaise with Mrs Dorrian. There could be box for printed returns in post office. This option to be looked into re. costs.
The sub-committee have written their remit as requested and presented this to DCC:-
The group will choose a specific area of the park to improve, rather than the park as a whole. This will include the avenue and how to deal with this feature.
The group will consult with the local community to find out people's views on how this part of the park could be improved through planting, and liase with them before any new works take place.
The group will work closely with East Lothian Council (ELC).
The group will endeavour to get outside funding if ELC is unable to fund the total spend on a project.
ELC to consult with the group before any new planting or tree felling is done in the park.

4.4 East Linton business closures
Ms Stephen reported that East Linton Post Office was not on market yet, general opinion is that it is a viable post office – offers outreach post office at Stenton, Innerwick and West Barns.
Cllr Hampshire reported that the Crown went to auction last week but it is not known whether it was sold.

Spare Wheels Car Club
Mrs Richards reported on Spare Wheels Car Club which currently operates in Dunbar. There are currently 12 SWCCs across Scotland. Dunbar’s SWCC is a community car share scheme has 2 cars available for hire costing £1 per hour plus costs of fuel. It has 35 members. Dunbar SWCC had a grant to buy car, set up costs included purchase of car, fitting out car, joining of club, car tax, MOT, insurance £880 per annum.
Income is % of annual membership fees, currently £25 per annum, of which car club gets £10.83, plus hourly hire charges.
There are grants available next financial year to buy cars and set up new club, however Dunbar SWCC would advise garnering interest in local community first. Dunbar are applying for grant to buy 3rd car, if this is successful, it has been suggested that they place the 3rd car in East Linton for trial period of 3 months.
It was decided to put information about SWCC in Dunpender News and solicit response re. local interest in scheme.

Meetings attended
Ms Cosgrove attended a meeting in Edinburgh on 26 January 2012 re. future of Community Councils in Scotland. Discussed neighbourhood forums. Meeting was a
worthwhile way of exploring ways of working together.
Ms Moulin attended Heritage Forum on 18 January 2012. Shown online archives for John Gray museum due to open in Haddington. High quality website. Another HF meeting on 23 March 2012, interested groups are invited to come along.
Ms Pearson and Mr Russel attended the John Muir work day, unfortunately there were only 4 people in attendance. The next meeting is on 25 February 2012, 10am-2pm, meet at Linkfield Park which will involve pulling up sea buckthorn. Advertise future JM work days in Dunpender News.
East Lothian Local Accesss Forum, Haddington. Traprain Law access was mentioned, possibly put up new sign? Request for more park wardens – put request in Dunpender News.
Mr Robson attended the Lafarge Community Liaison Meeting, at the Dunbar Cement Works, on Tuesday 31 January - it was a summary of 2011 and a forward look at 2012.   Mr Craighead to report on recent Belhaven Hospital forum meetings at next meeting.

Mrs Richards reports that Dunpender News should be ready by mid March for distribution with ELDA.

5.0 PLANNING MATTERS
Meeting re. East Lothian Local Development Plan, discussion paper. Ms Pearson to attend Community Council workshop on 8 February, 6-9pm, Haddington Townhouse.
Application submitted to vary planning obligations at Whitekirk Golf Club. Cllr McLennan to gather more info for DCC. DCC objected to these original plans. Discuss via email (Mrs Priest, Cllr McLennan, Ms Cosgrove, Ms Stephen) prior to next meeting and decide on action.
Discussion around solar panels and planning – planning permission now needed for solar panels.
Ms Moulin reported that a wind turbine application had been submitted from New Mains – Scoughall.

6.0 TREASURER’S REPORT/LP BUDGET
Current Account balance stands at £315.66, which accounts for DCC website renewal fee £38.26.  The refund of £220.00, for donations last month, is still awaited from Local Priorities - this has been processed by ELC.  The Council Grants Account stands at £3,294.06, accounting for a £773.50 grant from AELCC (to cover our expenditure on the "Rennie Anniversary" leaflets), and payment of Jon Champion's invoice of £125.67 for path maintenance at St. Baldred's Well, Preston Road – photo circulated.
Copies of the Local Priorities budget were distributed, showing £400.00 payment to the `John Rennie ` celebration - the £300.00 donation to the Playgroup still being processed.  After discussion, the uncommitted balance of £714.00 was allocated as a contribution for solar panels on the Community Hall roof.

7.0 TRAPRAIN & WHITTINGHAME ISSUES
None tabled.

8.0 TYNINGHAME, WHITEKIRK & MARKLE ISSUES
None tabled.

9.0 TOURISM INITIATIVES/NEW PROJECTS
Plan discussed to buy more Christmas lights and trees in next financial year.
Ms Stephen to investigate pebble mosaic for Percent for Art – Ms Stephen to send round artist’s name.
Queen’s Jubilee – Lord Lieutenant wants to encourage villages/towns to hold big Jubilee lunch on Sunday 3rd June, website = HYPERLINK "http://www.thebiglunch.com/" http://www.thebiglunch.com/ - all to look and feedback thoughts if good idea for East Linton. Hall provisionally booked for a possible community picnic. Decision to highlight in Dunpender News and ask if people are interested.

10.0 PUBLIC TRANSPORT/RAGES
Minister visiting East Linton 28th February 2.10pm, East Linton park.
ELC are holding Local Transport Strategy consultation on 3rd March entitled ‘Getting round East Lothian. Mrs Dorrian and Ms Pearson to attend.

East Linton Primary School pupils on TV as part of 100,000 visitors to John Muir birthplace – to be put on website and in Dunpender News.
