Minutes of meeting of Dunpender Community Council
held on 5th Oct 2011 at the Council Chambers, East Linton.

MINUTES OF SEPTEMBER MEETING
Agreed to be a correct record of the meeting.

POLICE REPORT
On the 13th September a property under renovation in the Square was broken into and a number of power tools stolen, all marked with the name Rollo.
A Myto Elite mountain bike valued at £600 was stolen from a garden shed at the same On 26 September a male was assaulted near the Co-op. This did not appear to be a random assault as the persons were known to each other.
On 29th September a silver VW Polo had its bonnet scratched.
The Build a Bike project is progressing.
Dog Fouling patrols are continuing.
A timetable of Police surgeries will be introduced to villages, including East Linton, STenton, Spott, Innerwick and Oldhamstocks. These will take place on Saturday 15th October and Sunday 4 March. East Linton times are 9 am.

Mr Robson asked about the locations of the radar gun when speed patrols were taking place – these were the bottom of Hardie Terrace, the Doctor’s surgery, and Kingsburgh Gardens.

PRESENTATION BY SUSAN GUY, SUSTAINING DUNBAR
Susan Guy introduced the Local Resilience Action Plan, where surveys of 1500 local residents had taken place, asking about sourcing of local food, transport, housing and other items. An Action Plan was left for each member to comment. This will be on the agenda for the next meeting to allow a discussion after members have had time to read it.

5.0 MATTERS ARISING
5.1 Retirals
Mrs Ferguson intimated her retiral from the Council. She was thanked by all for the work she has done on the Path Network over the last 8 years.
Anne Pearson volunteered to continue with the work on paths, and would liaise with Mrs Ferguson.
Mr Robson will put the two vacancies (Liz Kilpatrick had also intimated her retiral) on the website.
5.2 ELDA
Mr Russel will do the monthly article for ELDA.
5.3 Dunpender News
Mr Russel and Dr Pooley will collaborate on the next issue of Dunpender News.
5.4 Roads and Pavements
Requests had been made to East Lothian Council for new snow shovels. Mr Robson will store some in his shed for use by residents. Four new salt bins and two replacement bins had been requested, at a cost of £420. Requests to be made to Elizabeth Dobson at the Council.
5.5 Park Trees Meeting
To be arranged.
5.6 Belhaven Hospital Forum
Mr Craighead will try and attend the meeting on 25 October.

PLANNING MATTERS
Mrs Moulin had a copy of the Landscape Capacity Study and had met with Garvald and Morham representatives that evening. She and Julia White from G & M would formulate a draft response and circulate for comments as responses were required by 24 October. The study was available on the Planning section of the Council website. Mrs Moulin would send the link to the document to Alastair Seagrott to put on the website. Future action would include a joint mapping exercise to look at the total number of applications.
Noted Mr J Clark’s application was up for appeal.

Draft Housing Strategy – Ms Cosgrove would respond to this.

7.0 TREASURER’S REPORT/ LOCAL PRIORITIES BUDGET
The Treasurer reported that the Current Account stood at £869.16 and the
Grants Account had a balance of £2,741.69.  He presented an updated
spreadsheet - discussed previously with the Chairman - of DCC's Local
Priorities budgets for 2011/12.  Mr Craighead requested that DCC make a
donation towards the new East Linton Community Choir.  An amount of £50
was agreed, which would need a formal request and the setting-up of a
suitable bank account.
Mrs Ferguson will ask John Champion to repair the St Baldred’s Well path.

8.0 TRAPRAIN AND WHITTINGEHAME ISSUES
Mr Alder reported that the Braehead road was being resurfaced.

7.0 TYNINGHAME, WHITEKIRK AND MARKLE ISSUES
No issues, apart from the Pump requiring painting.

10.0 TOWN MAINTENANCE/TOURISM INITIATIVES
The Bloom results were commended, and congratulations were expressed to the Horticultural Society.
The design of the information board for the Square was approved.
The Local Environment Action Plan was discussed, and Mrs Priest’s suggestion of landscaping ground at the railway end of the Park was agreed. Painting the Pump could also be considered if there was a lack of applications.
Artwork at new housing development – Ms Cosgrove’s idea of having some wall art, either based on the station site on the history of artists in East Linton was considered. Agreed to ask if suggestions can be made nearer the time of construction.
Flowerbed at Community Hall – to be considered at next meeting.
Open Studios Day – could be a good day for local artists and local coffee shops, but there seemed to be a lack of publicity. Ms Cosgrove will find out how the event was publicised.

11.0 PUBLIC TRANSPORT/RAGES
Cllr Hampshire advised that the MVA Study on local services and re-opening of East Linton Station was reasonably positive. There was no commitment to capital spend at the moment.
Iain Gray MSP had contacted Network Rail to try and prevent the closure of Dunbar Station if there was bad weather, as had happened last year.
Orchardfield Bus Route – no progress yet. A Traffic Order would be required to stop parking on the street.

13.0 ANY OTHER COMPETENT BUSINESS
The River Tyne to Haddington path works had been started and would be completed in 4-5 weeks.
Mr Robson reported that there had been a fire recently at Lafarge. Information had been provided to the Liaison Group as the fire was occurring. No-one had been injured.

14.0 DATE OF NEXT MEETING
The next meeting will be on Thursday, 3rd November 2011 at 7.30pm in the Council Chambers, East Linton. Mr Russel gave his apologies.
