Minutes 04-2010 and Police Report

Minutes of meeting held on 1st April 2010
at the Council Chambers, East Linton.

Present: Mrs J Priest, Ms A Cosgrove, Ms K Moulin, Mr B Craighead, Mr J Robson, Dr J Pooley, Mr R Russel

2.0 MINUTES OF PREVIOUS MEETING HELD ON 1 MARCH 2010
An amendment was requested to point 4.2 as follows:
To change “that” to “re” and “temporarily closed” to “that”.

Mr Russel had to leave the meeting early so items he was dealing with were discussed first:
Mirror at Preston Road
Mr Russel has sourced a mirror at a cost of £109 and will obtain one with a green surround. He would also look for a site for a possible “Concealed Entrance” sign.
Mr Russel and Mr Craighead have erected the notice board at the top of Preston Road. They were thanked for doing this.
Invitation to Museum of Flight – An invitation had been received to the opening of the Parachute Store on Monday 26 April. Mr Russel and Mr Robson would attend and take photographs for Dunpender News.
John Muir Country Park Advisory Committee – Mr Russel had attended.
Book Launch of John Muir on 21 April – Mrs Priest and Ms Cosgrove would attend.
Noted that the White Bridge had been damaged again.

3.0 COMMUNITY WARDEN REPORT
A question was asked about the £5k allocated for Dog Watch in Dunbar and what had happened to this money. Calum Colquhoun advised that no one had taken control of the project and he was not sure when it would happen. Noted dog fouling caused the largest number of complaints to the Council. Dog bags were provided free at libraries.

4.0 MATTERS ARISING
4.1 Paths
Markle right of way had dried out and was in good condition. Contractors were keeping off the path.
Morag Haddow the new Sustaining Dunbar staff member had asked for a contact on transport issues. Ms Cosgrove would reply.
Dr Pooley had advised Visit Scotland to update their link to the Paths Leaflet as their existing link had been out of date.
4.2 Roads and Pavements
The Day Centre had asked for zigzag lines outside to prevent inconsiderate parking. Mrs Priest will ask the Council to do this – if this was not possible it was agreed to use Local Priorities funding.
4.3 ELDA article for April - Mr Russel will do this.
4.4 Dunpender News – Dr Pooley reported that several articles were in process, including winter/ flood damage. An article on money spent on recent activities could be included.
4.5 Fairtrade East Linton - Contact had been made with the School.
4.6 Sustaining Dunbar - Mrs Priest had attended a recent meeting. The next one would be on 15 April and would involve Tyninghame.

5.0 TREASURER’S REPORT
There was £563.42 in the Current Account and £3,723.98 in the Grants Account. Accounts had been prepared and would go to the auditor the following week.

6.0 LOCAL PRIORITIES BUDGET
There would be £4,300 allocated to Dunpender this year. Various areas/ groups requiring funding were discussed. Mr Robson would update the existing list and send to Lilian Pryde.
A request was made for a notice board at Whitekirk. Dr Pooley will find out the cost from Greenbarnes.

7.0 TOWN MAINTENANCE/ TOURISM INITIATIVES
Jessie the Clock was still not working
Ms Stephen had ordered the Christmas lights necessary
The Hailes leaflet is to be progressed
The new depth gauge for the White Bridge is being investigated.
Mrs Priest had applied to the Civic Pride Fund for half the cost of an Interpretation Panel at Pencraig
The hut in the park was being patched up. Agreed that this was now a matter for the Junior Football Team and East Lothian Council.
The post at the end of Langside has still not been replaced.

8.0 TYNINGHAME, WHITEKIRK AND MARKLE ISSUES
No current issues.

9.0 TRAPRAIN AND WHITTINGEHAME ISSUES
Flooding at Luggate Burn was noted. The Councillors would take this up.

PLANNING MATTERS/ HOUSING SUB COMMITTEE
Flooding at Longstone Avenue had occurred due to a large amount of water at the end of the Park.

10.0 PUBLIC TRANSPORT/RAGES
Scotrail trains would start running to Dunbar on 24 May.
Work was ongoing re parking at Drem Station.

11.0 CORRESPONDENCE
11.1 Uprising East Lothian – request for funding
11.2 Parent Council request for funding for P7 yearbooks
11.3 Tennis Club request for funding for coaching
11.4 AELCC – Information on Awards Evening
11.5 Community Based Schools Conference – Ms Cosgrove would attend

12.0 ANY OTHER COMPETENT BUSINESS
Mr Robson had attended the regular Lafarge meeting.
Transition North Berwick were promoting Gardenshare
Ms Cosgrove and Stuart Baxter from AELCC had attended the East Lothian Tenants and Residents Panel.
A complaint had been made about the state of the Drylaw Terrace phone box.
A complaint had been made about traffic on Tyninghame Bridge.

13.0 DATE OF NEXT MEETING
The next meeting will be on Thursday, 6 May 2010 at 7.30pm in the Council Chambers, East Linton. Ms Cosgrove gave apologies for this and for the June meeting.

POLICE REPORT FOR DUNPENDER COMMUNITY COUNCIL THURSDAY 1st APRIL 2010

There are few items of note since the last meeting, but I can report the following.

There has been another incident of diesel being stolen in the area. This time it was in Phantassie farm. The diesel was siphoned off a lorry and tractors. Can I ask everyone remains vigilant for persons wandering around farm locations and fields where machinery is kept. If they shouldn’t be there ring in and we will attend and speak with them.

A car parked in Bridge Street had all four tyres slashed and the windscreen wiper arm bent back on the 23rd of March. There are no suspects for this any information would be appreciated.

The adverse weather on Tuesday caused severe problems for road users and householders in various locations. One such location was the A199. Stretches between the Monks Muir junction and Abbots view were severely affected. Pc Aitchison and I closed off the road north at the East Fortune turn off with a clear sign stating the road was closed and cones to prevent motorists placing themselves in danger further along. This was to be backed up by the council with more heavy-duty signage, however they were stretched beyond their capabilities and would have been delayed doing so. However the clear signage and cones were ignored by a number of motorists who subsequently became stuck in water over the level of their windscreens. One motorist had children in the car. If there is a road closure on, it is for a valid reason, please take heed of warnings and do not put yourself at risk. This also puts unnecessary pressure and risk on the emergency services.
