Minutes of meeting held on 3rd December 2009
at the Council Chambers, East Linton.

2.0 MINUTES OF PREVIOUS MEETING HELD ON 5th NOVEMBER 2009
This was agreed to be a correct record of the meeting.

POLICE REPORT/ ZEBRA CROSSING PRESENTATION
There was no Police report tonight.
Joe Kowbel and Olivia Christie, the Junior Road Safety Officers at East Linton Primary School, presented their campaign for a zebra crossing in the High Street.
They have done a traffic analysis and feel that a crossing either at the narrow bit of road by the Crown, or further down the street by the newsagents would be advantageous for vulnerable road users. They are aware of parking considerations. They outlined possible ideas for fundraising to help with the cost of a crossing.
It was suggested that a survey of how many children would use the crossing to go to and from school would be useful, and how many of these travel unaccompanied. The children will also ask the shopkeepers how they feel. Cllr Bell has offered to find out the cost of a crossing. It was agreed that the presentation was excellent and the children were thanked for their efforts.

4.0 MATTERS ARISING
4.1 Paths
Nick Morgan emailed Mrs Ferguson to inform her that ELC hope to keep the road to Smeaton Lake and Nursery as a Core Path. They are prepared to remove the remainder of this route (Smeaton to the Newbyth road) from the Core Paths Plan and will write to Kenneth Gray, offering him this compromise. An update is required on the Smeaton to Drylawhill Path issue. Keith Burns from the Local Access Forum was due to attend the meeting tonight, but failed to arrive.
The path counter at Knowes registered 7000 users in one year. Prior to improvements it registered 700 users.
4.2 Roads/Pavements
As yet there has been no response from Brian Cooper.
It was noted that the pavement outside the bakery is already breaking up due to delivery vehicles. The Community Council does not want to make life more difficult for shopkeepers whose trade is greatly valued, but at the same time, the cost of repairing the pavements has to be considered. It was agreed that Mr Craighead would take the matter to the next CAPP meeting.
4.3 Dunpender News
The latest issue is in circulation and was agreed to be excellent. Dr Pooley and Ms Kilpatrick were congratulated on their efforts.
4.4 Budget Cuts
Dunpender Community Council shall not come up with a collective view on the cuts as this would be too time consuming. A letter has been written however, objecting to the possible closure of East Linton Library.
4.5 ELDA article
The next issue is in February and the author will be decided at the next meeting.
4.6 Myra’s field meeting
This matter was deferred until January.
4.7 BeGreen initiative
Ms Moulin has agreed to take this on.

5.0 TREASURER’S REPORT/ LOCAL PRIORITIES BUDGET
Mr Robson reported a balance of £964.82 in the Current Account, allowing for a donation to Dunbar Grammar School.
There is £3723.59 in the Grants Account, which includes the latest invoice from Jon Champion.
The Local Priorities budget is now fully committed, bar 91p!

6.0 TRAPRAIN AND WHITTINGEHAME ISSUES and
7.0
TYNINGHAME, WHITEKIRK AND MARKLE ISSUES
Old telephone boxes in these areas can be adopted by Community Councils for £1. Whitekirk is very keen to do this and it will be discussed next meeting.

8.0 TOWN MAINTENANCE/ TOURISM INITIATIVES
Ms Stephen reported that the trench has been dug and the cable laid for the new lights in the tree at the entrance to Stories Park. The lights should go up and be lit at the weekend. Ms Stephen was thanked for her efforts.
Bryan from the Crown has said he would like to put up a Christmas tree in the Square. Mrs Priest pointed out that the application for this would need to be in by 4th December, and there are many ELC regulations regarding installation of trees. It is not up to the Community Council to decide this and she is to contact Bryan and explain the difficulties.

9.0 PLANNING MATTERS/ HOUSING SUB COMMITTEE
There was no report tonight.

10.0 PUBLIC TRANSPORT/ RAGES
SESTRANS are to consult with community councils in a formal study.

12.0 ANY OTHER COMPETENT BUSINESS

There has been a request from the Horticultural Soc for two bags of gravel chips for around the War Memorial. Mr Craighead will organise this.
Mr Craighead laid wreaths on Remembrance Sunday on behalf of the Community Council.

The next meeting will be on Thursday, 7th January 2010 at 7.30pm in the Council Chambers, East Linton.
