DUNPENDER COMMUNITY COUNCIL
 
Minutes of meeting held on 5th June 2003
in the Council Chambers, East Linton

1.0       Apologies: Ms A. Cosgrove, Mr J. Robson, Cllr. D. Berry
 
2.0              The Minute of the previous meeting held on 1st May 2003 was agreed to be a correct record.
 
3.0              POLICE REPORT
PC Leslie had the reports for both April and May as there was no Police Report last month.
April 2003
3.1              On 3rd April, a bag was stolen from a car parked on Smeaton Estate.
3.2              On 6th April, a box containing old flight instruments was found at East Fortune Museum of Flight. They were considered radioactive due to their paint, and were removed for safe destruction by specialists from Torness.
3.3              On 9th April, a vehicle was struck by a heavy lorry on the East Linton to Whittingehame road. No injuries were sustained.
3.4              On 11th and 21st April, cars parked in Brown’s Place and High Street, East Linton, had items stolen from within. A local youth was detained and interviewed, but later released.
3.5              On 22nd April, four panes of glass were broken in a house window in Brown’s Place, East Linton.
3.6              On 24th April, a resident in Preston Road, East Linton, returned home to find a window forced open and strangers in the house. Two men ran from the house prior to the arrival of the police. Nothing appears to have been taken.
3.7              On 24th April, a woman lost her purse in the Drover’s Inn, East Linton and it could not be found – possibly stolen.
May 2003
3.8              PC Leslie and PC Hughes are now covering the landward areas of the Dunbar section. Sgt. Robertson will attend the meetings as well.
3.9              Someone is trying house doors and hanging about gardens in the village. The problem is being monitored.
3.10          A theft from a vehicle at Smeaton occurred on 9th May. The entry was not forced.
3.11          A theft from a vehicle at Traprain law occurred on 16th May. The locks were forced, items stolen and upholstery slashed.
3.12          Rave music was reportedly heard on 17th May. Vehicles were checked and all was in order.
3.13          Bogus leather jacket salesman was reported in the area on 23rd May. He had left the area before Police arrived.
3.14          On 23rd May the old Scout Hut at Smeaton was damaged. Culprits had left before Police arrived.
3.15          A house fire at Markle House on 24th May was caused by an elecrtical fault.
3.16          A disturbance in the street was reported on24th May involving adults and youths. The persons were moved on.
3.17          On 25th May, on the A1 at East Linton a wheel came off a trailer. The vehicle was recovered the next day.
3.18          On June 1st, a Ford van was stopped in Dunbar Road at 0100 hrs. The driver was processed for drink driving offences and items were found in the van of interest to Customs and Excise.
3.19          Entry was gained to an insecure workshop over the weekend of 1st June and several articles were stolen.
3.20          On 3rd June a poacher was reportedly active at Knowes Farm, believed to be a local resident.
3.21          The yellow lines in east Linton are too wide as a result of a mistake by the contractor. These are to be burnt off and replaced by narrower lines. This and the erection of signs should be completed in about two weeks.
 
 
4.0              MATTERS ARISING
 
4.1       Vacancy
Mrs Janet Boyd from Tyninghame was voted onto the Council. Mrs Priest extended a warm welcome to her.
Mrs Janet Pooley from Whitekirk has expressed an interest in joining the Council but could not attend this meeting as her son is in hospital.
 
4.2       Bonfire/ Fireworks Display
Communications from the Gala Association  ( see 5.11 and 5.12 ), stating that the Gala Committee are unhappy with the suggestion that DCC might ‘appoint them to execute bonfire night’, provoked a heated discussion. The Council feels strongly that it is not in their remit to organise bonfire night. The possibility of no organised event on bonfire night was discussed.
Mr Stewart will put on the website that if any group or indidviduals would like to come forward and run bonfire night, DCC will give assistance with insurance etc.
4.3              Dunpender News
Ms Stephen reported that the latest edition has gone to press, with some new advertisers and articles on Binning Wood and Preston Mill.
 
4.4                   Paths for Health
Mrs Ferguson reported that she has put together a grant application to the Community Environmental Fund for a Quality of Life Grant. This has now been submitted. If the application is successful then the money, along with  the Paths budget from ELC and money from Scottish Natural Heritage, will be used, amongst other things, for bridges suitable for all users.
Paths for Health have appointed a co-ordinator who will contact Mrs Ferguson. It was decided not to produce a Paths leaflet until all the paths are fully signposted.
4.5                    Miller Homes Meeting
On 7th May, Miller showed DCC some proposals for Orchardfield and Phantassie field and it was made clear to them there would be many issues to discuss where new housing is concerned. It was agreed that DCC should make a list of the criteria for possible new houses with regard to design, affordability etc, and send this to ELC. Ms Stephen will assemble the list with help from Mrs Shaw-Stewart and Mrs Boyd.
 
4.6                   Tyninghame Estate/ Binning Wood
Regarding the impending sale of Tyninghame Estate, a public meeting was held on 23rd May. A group named the Friends of Binning Wood has been formed, hoping to purchase the wood as community woodland. DCC has been approached for money to help set up the group. It was decided to support this cause and all were in favour of an immediate donation of £125 for admin. costs. The next public meeting will be on Wednesday 11th June at 8pm in East Linton Community Hall.
 
4.7                   AELCC _
Mr Stewart attended the AGM of  the Association of East Lothian Community Councils.

6.0        TREASURER’S REPORT
There was no Treasurer’s report as Ms Cosgrove was absent. There is £3367.78 in the account.
 
7.0          LOCAL PRIORITIES
7.1  £500 has been given to East Lothian Community Network
£500 has been given to the Horticultural Society for Scotland in Bloom costs.
£250 has been given to the After School Club
£100 has been given to the Pensioners’ Summer Trip
The Council is also intending to purchase more Christmas lights.
7.2  The Property Manager of Preston Mill has requested funding for lighting for a “Son et Lumiere” production this summer, to be used by the community thereafter. DCC to find out the cost of hiring the equipment before a decision can be made.
 
8.0        A1 EXPRESSWAY SUB-GROUP
8.1 Mrs Priest reported that the tourist leaflets are now in circulation.
8.2 Regarding the new streetlights, Ms Stephen reported that Brian Cooper informed her that the new light heads won’t necessarily take the heritage fittings preferred by DCC. Mrs Priest to write to him to ask about the delay to this project.
8.3 Regarding the proposed improvements to the path along the Tyne below Stories Park, Landscape and Countryside have produced a drawing and are costing it. A drawing for the Square is in progress.
 
9.0       TOWN MAINTENANCE/ SCOTLAND IN BLOOM
 
9.1 ( see 5.1 ) Regarding the new yellow lines in East Linton, some modifications were made. Restrictions on the left side of Brown’s Place have been removed from the order.
9.2 Mr Stewart informed the Council that the toddler climbing frame is to be paid for by ELC and will be put in at some point.
The fence and gate at the top of School Rd are to be painted black. 
Mr Stewart will meet Andrew Hogarth from Ground Care to discuss ideas for the park. He will also collect quotes for pricing some of the suggestions.
 
10.0     PLANNING MATTERS
 
10.1 Mr Laing has told Ms Stephen that his application to build a house has been passed. Ms Stephen will write a letter to say that the Council is concerned that the house may be too tall.
10.2 Mrs Priest informed the Council that the replacement of the front door and painting of the Council Chambers has been approved.
 
11.0   YOUTH MATTERS
Mrs McLean informed the Council that there would be no Youth Club disco in June as theYouth Club would be finished for the summer after Monday 9th June.
The summer trip will take place on the 16th August. Mr Stewart will regrettably be leaving the Youth club.
 
12.0    OTHER COMPETENT BUSINESS
 
12.1 Ms Stephen informed the Council that at present, printing the Council Lists of Applications uses vast amounts of paper each month. She suggested that she could pick out items of interest and not print the whole list each month. This was agreed to be acceptable.
12.2 Ms Stephen suggested that Pencraig Hill viewpoint could be improved and made more accessible as the 360∞ view of East Lothian, Fife, the Pentlands, etc is so spectacular. To be put on the autumn agenda.
 
 
13.0     DATE OF NEXT MEETING 
Thursday 4th September 2003 at 7.30pm in the Council Chambers, East Linton.
